Some non-governmental organizations are dealing with public education campaigns about social policy issues relating to the development of safe and empowered communities. Some non-governmental organizations directly work with the criminal justice system such as witnesses, victims, and offenders and the activities and services may include counseling and information dissemination of victims, giving assistance in obtaining pardons, creating victim-offender mediation programs, or supervising the release of offenders. Other community agencies provide support to children, parents, spouses and extended families involved in divorce or family law. Volunteers come from different sectors of the society, mostly private individuals, groups or companies comprising of students, social workers, businessmen, educators, healthcare professionals, child welfare workers, athletes, celebrities, and lawyers. Non-government organizations have different types basing on their orientation, that may include charitable orientation, service orientation, participatory orientation and empowering orientation. In charitable orientation, non-government organizations are funded by donations without too much participation from the beneficiaries, and the different activities and programs are usually directed to meeting the needs of poor people. The activities and programs of service orientation include family planning, provision of healthcare services, legal services, and education services, wherein people are expected to participate in the implementation in order to receive these services. Participatatory orientation are self-help projects wherein the locals are directly involved in the implementation of the project by contributing tools, materials, land, labor, cash, etc. Empowering orientation helps poor people to develop a clear understanding of the economic, political and social factors affecting their lives, strengthening their awareness and developing their talents and skills to be able to take full control of their lives.
